The BOA program is different from the Superfund project. The BOA program, administered by the New York Department of State, provides grants to local governments and community groups to develop community-wide strategies for Brownfield redevelopment. The program recognizes that it takes more work to try to redevelop Brownfield sites one-by-one, whereas a large-scale strategy can identify similar obstacles facing sites in a common area, then find resources to address them across the board.
The goals of the Newtown Creek BOA include identification of opportunities for growth and development of industrial and manufacturing jobs and businesses.
